The Institute of Public & Environmental Affairs (IPE) is a non-profit environmental research organization registered and based in Beijing, China. Since its establishment in June 2006, IPE has dedicated itself to collecting, collating and analyzing government and corporate environmental information to build a database of environmental information. IPE's two platforms – the Blue Map website and the Blue Map app – integrate environmental data to serve green procurement, green finance and government environmental policymaking, using cooperation between companies, government, NGOs, research organizations and other stakeholders and leveraging the power of a wide range of enterprises to achieve environmental transformation, promote environmental information disclosure and improve environmental governance mechanisms.

Comprehensive collection of environmental quality, emissions and pollution source supervision records published by the local governments of 31 provinces and 337 cities, as well as information mandatorily or voluntarily disclosed by enterprises based on relevant legislation and corporate social responsibility requirements

Displays all environmental data and information about IPE's projects, and serves as an important tool for green procurement and green finance

Mobile app provides access to real-time environmental information and facilitates supervision of enterprises

Integrates government and corporate environmental information to provide high-quality environmental data for use by NGOs, research organizations, business agencies and others

Provides international and Chinese brands with environmental management solutions for their suppliers in mainland China, issues the Corporate Information Transparency Index (CITI), works with suppliers to improve environmental performance, and discloses environmental emissions data

Offers a tool for bringing together and analyzing information from multiple stakeholders to help use the power of publicly-listed companies, banks and other financial agencies to influence companies and drive improvements in environmental performance

Examines pollution source information and environmental quality information to evaluate the level of government environmental information disclosure and provide recommendations and support to government environmental information disclosure work

For the past ten years, IPE has adhered to the philosophy that information disclosure promotes environmental governance in China, channeling the strength of the public into environmental supervision and environmental protection to help foster cooperation among government, business, NGOs and other stakeholders.
